If you live in Bali long term, you will hear KITAS and KITAP used as if they were interchangeable. They are not. One is a temporary stay permit. The other is Indonesia's permanent stay permit for qualifying foreigners. Neither is Indonesian citizenship.

The short answer
KITAS is the everyday word for the temporary stay card. Immigration's formal term for the underlying permit is ITAS (Izin Tinggal Terbatas).
KITAP is the everyday word for the permanent stay card. The formal permit is ITAP (Izin Tinggal Tetap).

What is a KITAS?
A KITAS lets you live in Indonesia for a defined purpose and period. Common examples in Bali include:
- Working / employment KITAS sponsored by an Indonesian company
- Retirement KITAS for qualifying applicants aged 55+
- Family / spouse KITAS routes such as E31A or E31B (see marriage and visa implications)
- Investor KITAS linked to a PT PMA
- Other limited-stay categories, including some longer-term options such as Second Home indexes
Your KITAS is tied to a purpose and sponsor (employer, Indonesian spouse, agency, company, or other authorised guarantor). If the purpose ends, the permit basis usually ends with it.
Typical practical benefits of a valid KITAS include:
- Legal long-term residence while the permit is valid
- Multiple-entry travel during validity for many categories
- Access to everyday services that often require a residence permit (banking, SIM, driver's licence processes), subject to each institution's own rules
Typical limits:
- You must stay within the activities approved for your category
- You must extend or convert before expiry

- Changing jobs, marital status, or company structure can require a new immigration process, not a casual card reprint
What is a KITAP?
A KITAP is Indonesia's permanent stay permit for qualifying foreigners. Immigration treats ITAP holders as residents who settle in Indonesia, not as short visitors.
Important clarifications:
- Permanent does not mean citizenship. You remain a foreign national.
- Permanent does not mean forever without paperwork. Current rules commonly issue ITAP for 5 years, with later extensions that can become unlimited, plus periodic reporting for unlimited ITAP holders.
- Permanent does not mean unrestricted work. Your activity rights still depend on the basis of your permit and other Indonesian laws (manpower, investment, tax).
According to Immigration's published stay-permit rules:
- ITAP is generally granted for 5 years
- ITAP can later be extended for an unlimited period based on application
- Holders of unlimited ITAP must report every 5 years to the local immigration office through the official application channel
- The physical KITAP card can be collected at Immigration, and a digital version may also be issued

Duration and renewals
- KITAS: You renew or reapply on the schedule of your visa index. Many work and retirement permits run year by year. Some categories allow multi-year ITAS, with overall caps that depend on the index.
- KITAP: First grant is commonly 5 years. Later renewals can move toward unlimited stay with periodic reporting instead of annual KITAS churn.
Stability
- KITAS: More fragile. Job loss, sponsor change, divorce, company closure, or late renewal can disrupt status quickly.
- KITAP: More stable for settled residents who still meet the underlying eligibility, but not immune to cancellation if the legal basis ends or conditions are breached.
Who should stay on KITAS
Keep or start with KITAS if you:
- Just received a job offer and need employment status
- Are retiring and need the annual retirement route first
- Are newly married and not yet eligible for conversion
- Are testing long-term life in Bali before committing to permanent residence paperwork
- Hold a purpose-built temporary category that does not yet qualify for ITAP
Who should aim for KITAP
Aim for KITAP if you:
- Already live in Indonesia on a qualifying ITAS
- Expect to remain for many years
- Want fewer annual renewals
- Qualify under marriage, work, investment, retirement, clergy, repatriation, or another listed conversion path
Can you convert KITAS to KITAP?
Yes, through alih status (status transfer) from ITAS to ITAP, if you fit a permitted category and meet document and timing rules.
Immigration states that conversion may be available to ITAS holders in activities such as:
- Worker
- Clergy / religious worker
- Foreign investment
- Family reunification
- Repatriation
- Second home (including related indexes such as special expertise, world figures, and elderly applicants aged 60+)
Timing
Apply no later than 30 days before your ITAS expires. Do not wait until the last week. If a permitted new application is still pending near expiry, discuss bridging visa options early.
Common documents
Immigration's conversion checklist commonly includes:
- Valid nationality passport
- Integration statement (pernyataan integrasi), except for unmarried children under 18
- Your current ITAS
- Sponsor / guarantor evidence where required
- Identity documents of the sponsor or responsible person
- Related family ITAP documents when joining a family member who already holds ITAP

Continuous stay expectations
In practice, many conversion paths expect continuous residence on ITAS before KITAP:
- Workers, investors, and clergy: often after about 3 consecutive years on the relevant ITAS
- Spouse of an Indonesian citizen: often after about 2 years of marriage while holding a qualifying spouse ITAS
- Family members of an ITAP holder: timing can differ and may be shorter
- Second Home and related long indexes: longer continuous periods may apply
Local immigration offices apply category-specific rules. Treat the numbers above as planning guidance, then confirm the exact continuous-stay requirement for your index before booking flights or ending a job.
What KITAP does not give you
A KITAP is valuable, but it is not a shortcut for everything.
It does not automatically mean:
- Indonesian citizenship
- The right to hold Hak Milik freehold land as a foreign individual
- Permission to do any job or business without checking manpower and licensing rules
- Protection if your marriage, employment, or investment basis collapses
- Freedom to ignore reporting, re-entry, tax, or exit procedures

- Stronger basis for local banking and mobile contracts
- Clearer residence documentation for schools, leases, and family admin
- Multiple-entry travel during validity for many holders
- A cleaner record for later immigration applications

How the conversion process usually works
- Confirm you are on a qualifying ITAS category
- Confirm continuous stay and sponsor continuity for your index
- Gather passport, ITAS, integration statement, and sponsor documents
- Add category-specific evidence (employment, marriage, investment, retirement, or Second Home proof)
- File the status-transfer application through the official Immigration channel
- Attend biometrics / photo steps if required
- Receive ITAP / KITAP and diary the 5-year term or reporting date
- Keep sponsor, domicile, and activity compliance current
Processing times vary by office workload. Do not plan irreversible travel around the last possible day.

- Calling KITAP "citizenship" or "a passport"
- Assuming every KITAS holder can convert after one year
- Letting ITAS expire during conversion paperwork
- Changing employers or sponsors without checking whether the conversion clock resets
- Ignoring the integration statement requirement
- Treating KITAP as a blanket work permit for side gigs

FAQs
Is KITAP the same as permanent residency in other countries?
It is Indonesia's permanent stay permit for qualifying foreigners. It is not citizenship and still comes with reporting, renewal, or compliance duties.
Can I apply for KITAP from outside Indonesia with no prior KITAS?
Most people reach KITAP by converting from a qualifying ITAS. Some limited direct ITAP grants exist in specific situations described by Immigration, but the everyday Bali path is conversion after temporary residence.
Does a Retirement KITAS lead to KITAP?

If I marry an Indonesian citizen, do I get KITAP immediately?
